Employees have been allowed to think they can dictate the future of the company's policies. The truth is, Covid is a treatable virus that everyone needs to learn to live with and be able to go on functioning in spite of its existence. The massive amount of incorrect information is plaguing our country across many if not most industries. Fear has been used to control and manage people leaving them thinking they have to make a choice between their safety and their livelihood. That is an extreme choice and not the right one at all. The company needs to reinforce the realistic practices and expectations of staff. This might include gradually ramping up in person consultations, and asking people to volunteer to step up for this role.

I'm thinking she has a very valid fear of coming back into an uncontrolled environment. She may have personal health concerns or those of her family. It's hard to know unless we can talk to her to find out.
Also the HR Department should have put some guidelines in place that take into consideration what the protocols are for coming back to work/in the office.
