What's the Situation?
I run a 1986 - 16" Comco Commander and have had problems with the waste matrix rewind, if I am running a paper stock and the extended liner beyond the cut is only 1/8 to 3/16 I cannot get it to rewind. I beg for my work to order the paper at least 1/4 or more and of course with a corporation they are going to cut cost at every corner. 
What's the biggest challenge?
The tension on the rewind goes from about 7 where its not turning to 8 and above to it pulling to hard and breaking. Normally once I fight it a few times I can get it to roll up but within 10 minutes or so it starts to buckle in the middle. On our Mark Andy presses we have a middle point (between not pulling and pulling to hard) and they work fine. The maintenance man has replaced the clutch pads, the air regulators, the belts, both left and right sleeves and bladders.

 I believe its a maintenance issue because everything I have tried has not worked. 
What's the objective?
